Recycle Bin is a special folder on the Windows operating system that keeps all the deleted files (using simple Delete option). File deletion via the “Delete” button will move the files to the Recycle Bin whereas by applying Shift+ Delete key combination, file bypasses Recycle Bin.

Will the files be permanently deleted after emptying the recycle bin folder?

The files deleted via shift-delete or emptying the recycle bin folder are termed to be permanent file deletion from the system. A user can’t recover their deleted files without relying on any third-party tool. So, once the file gets removed from Recycle Bin, the OS only clears the pointer to the file location on the storage drive. The space of the deleted files will be marked as free for saving new files and folders and hence the files remain invisible at the user end. But if you continue adding new files to the hard drive recently after deleting the recycle bin, there are major chances of recoverable files to get overwritten by new files. Henceforth, it is highly recommended to stop using the system as soon as you experience any data loss situation from your system.

Nonetheless, to retrieve permanently deleted data after performing the shift-delete operation you should make use of powerful tools like Recover Recycle Bin.
